Rhode Island legislation and regulations mandate that all K-5 students at risk of reading failure must have a Personal Literacy Plan (PLP) developed by their schools, as required by state law such as RI General Law 16-7.1-2(c) and described in the Rhode Island Department of Education (RIDE) guidance. These plans are part of a comprehensive literacy strategy, emphasizing scientific, research-based reading instruction and collaboration with parents, teachers, and administrators to ensure students become proficient readers.
A Personal Literacy Plan (PLP) is a tailored, data-driven framework designed to help students reach grade-level reading proficiency. It's rooted in a problem-solving approach and embedded within an MTSS (Multi-Tiered System of Supports) structure. Development involves teachers, parents, administrators, and other relevant professionals.

As a parent in RI, it’s important to understand both PLPs and the broader legal protections around dyslexia. A PLP is an important starting point, but for students who demonstrate dyslexia, securing a 504 Plan or IEP ensures access to consistent accommodations.
For students who have an IEP for dyslexia, the PLP and IEP goals and services should align. A PLP is designed to supplement, not replace, special education services.
Example: A student can receive explicit instruction in structured literacy with the general education reading specialist who is certified in OG. Their services align with the reading goals listed in the IEP. The special educator offers additional fluency and encoding practice and the two providers share progress monitoring data. The student's IEP plan specifies which provider is responsible for what service and the frequency, duration, and setting of service.
